Sergei Nikolayevich Matveev - the first Commissioner for Human Rights in the Perm Krai

In 1989 he graduated from the Perm Higher Military Command School. In 1994 he graduated from the correspondence faculty of the Faculty of Law of Perm State University. From 1994 to 2000 he worked as a lawyer at the Perm Regional Bar Association. Specialization – civil and state law, arbitration process, experience of defense in the criminal process.

In 2001, on the proposal of the Governor of the Perm region Yu.P. Trutnev was appointed by the Legislative Assembly of the Perm Region to the public post of the Commissioner for Human Rights in the Perm Region.

During his tenure he was a member of the Presidium of the Coordinating Council of the Ombudspersons in the Russian Federation, a member of the European Union of Ombudsmen, a member of the Expert Council of the Ombudspersons in Russia. Mironov, a member of the Coordinating Council for Human Rights under the Plenipotentiary Representative of the President of the Russian Federation for the Volga Federal District, S.V. Kiriyenko. Sergei Nikolayevich participated in the preparation and conduct of various symposia, meetings, public hearings on the observance and protection of human and civil rights, observance of constitutional norms both in Russia and in Europe (Latvia, Lithuania, Estonia).

The organizer of the Public Reception of the Commissioner for Human Rights in the Perm Region, and also organized the activities of the European Human Rights Council in the Perm Region.

In 2003, on the proposal of the Governor of Perm region and coordination with the Administration of the President of the Russian Federation, he was appointed Chairman of the Perm Region Pardon Commission (public office), supervised the activities of the commission until the end of 2004.

He was a member of various collegia and commissions in the Legislative Assembly of the Perm Region, with the Governor of the Perm Region on the issues of social, migration, integration policies, public and environmental safety, etc.

Took part in the creation of a legal framework and the holding of a referendum on the unification of the Perm region of the Komi-Permyatsky Autonomous Okrug into the Perm region in 2003-2005.

The author and co-author of more than 20 laws passed by the Legislative Assembly of the Perm region (including About Citizens Appeals, Civil Service). He is the author of more than 10 Special Reports of the Commissioner for Human Rights in the Perm Region and more than a hundred amendments to the existing laws.

Candidate of Juridical Sciences. More than 50 scientific works on the topic of public administration and the application of constitutional norms (Bulletin of the Ministry of Justice of the Russian Federation, publications of the St. Petersburg Center for Humanitarian Studies, Journal of the State and Law).
